patching example

another example of patching is the amendment of the existing constitution. the 1987 constitution preceded the reign of ferdinand marcos as a dictator. i believe the main reason for the constitutional reform is to prevent another martial law from happening which the early constitution can’t accomplish. therefore, they are stating that the former law was not effective and was untimely. moreover, the present idea of charter change came from legislators thinking that democracy is not the type of government for the philippines. hence, they say, change is the only option.

so, why didn’t they thought about changing to federalism instead of just changing the constitution? i think, it’s because in that time, they were concentrated on a quick fix for the martial law. while filipino’s are plotting the overthrow of marcos, no one thought about who should replace him. so, when it was time to replace marcos, the only option was ninoy aquino’s wife – cory. filipino’s could have done better.

that was an example of how most filipino’s think – by the day. no president ever gave a speech about how they see the philippines 50 years from now. and no president continued any project left by previous presidents. that’s because every election is just a cycle of patching – a quick fix. with that said, i wonder where philippines would be 50 years from now.

SONA (fa-bits)

its the last state of the nation address (if im not mistaken) by PGMA. so, let the fashion show begin!

it’s another boring day when sona comes. nothing to do but sit, stare and yawn. imagine a senator wearing a rajo laurel gown and sitting there for two hours or so. don’t they take bathroom breaks? or do they just use those portable urinals that you can use while your driving a car.

why do we need to hear it, anyway? let’s do some research.

the 1935 constitution (article 7 section 10) states:
“The President shall from time to time give to the Congress information on the state of the Nation, and recommend to its consideration such measures as he shall judge necessary and expedient.”

they based it on the u.s. constitution, article 2, section 3

so, it was just copied from a country with a different form of government. but the old constitution was revamped for the 1987 constitution. let’s see what it says.

the 1987 constitution (article 7 section 23) states:
“The President shall address the Congress at the opening of its regular session. He may also appear before it at any other time.”

nothing’s chaged. it will still be a boring fashion show. might as well come up with something like “best dressed” or “worst dressed” award just to eliminate boredom.

so, for the question “why do we need to hear it?”, no reason at all. the constitution just wants us to have this “sona”. but do we need to hear it?

basically, sona is just a status report of whats happening to the nation. there’s nothing special because we also know the state of the nation by reading the newpaper or waching daily reports on tv. moreover, its just a waste of money and time. why? because for the past sonas, it has been a fashion show and not a political event. and, it’s a waste of time because legislators will just sit there and yawn for hours when they could have done their job – making laws.

what should be done:
“All such addresses are published in The Official Gazette, an annual publication by the government,”

if they’re still not satisfied, just publish it in wordpress.
